Louisiana Fish Records (fishing) Application & Rules. The Louisiana Outdoor Writers' Association is the official custodian of the Louisiana state fish records. The following LOWA fish records (record) application and  rules can be saved and/or printed out. Read the rules forms first before filling out the application. Take note that two different divisions: Standard Rod & Reel  & Fly Fishing (flyfishing).
