    According to a recently revealed source, the US Army Corps of Engineers conducted an early intentional plan to hide their role in the metro New Orleans levee failures.

    Dr. Ray Seed, co-chair of the respected U of Cal Berkeley levee investigation submitted an ethics complaint on October 30 documenting how the Corps of Engineers systematically hid their mistakes in the flooding and intimidated anyone who tried to intervene.




    All of this was done, according to Dr. Seed, with the help and complicity of the American Society of Civil Engineers (ASCE), the same group the Army Corps chose to peer review the official Corps-sponsored levee investigation.

      The American Society of Civil Engineers (ASCE) has convened a special committee to examine allegations that their administration helped the US Army Corps of Engineers cover up the Corps' mistakes in the New Orleans flooding.

        federal judge has determined that the US Army Corps of

        A federal judge has determined that the US Army Corps of Engineers "squandered millions of dollars in building a levee system ... which was known to be inadequate by the Corps' own calculations."

        But an 80-year old law tied Federal District Judge Stanwood Duval's hands and compelled him to release the Corps of Engineers from all financial liability for their shoddy workmanship. Says Duval, the law created an environment where "gross incompetence receives the same treatment as a simple mistake."

          We're in the Hall of Fame!

          We're in the Hall of Fame!

          This is a true testament to the success we've achieved as a group.

          For focusing national and local attention on safe flood protection, the Louisiana Center for Women and Government has inducted me into their Hall of Fame.

          I'll be accepting this honor on behalf of all the members and supporters of Levees.Org.

          Many thanks to everyone who has not only stood up for metro New Orleans, but also for communities around the country who are at risk because of sub-standard levee design and construction.

          We still have some distance to go, but recognition of our efforts, as signified by this award, show our voices are being heard.

                      Citing breach of ethics, Levees.org has challenged 16 people who received medals from the Army Corps of Engineers to do the right thing and give the medals back.


                      Professor Michael Davis, an expert in the Study of Ethics at the University of Illinois, agrees with us.

                      We're challenging the members of the American Society of Civil Engineers (ASCE) who received medals while investigating the deadly levee failures in New Orleans to return them.


                      Sixteen ASCE members received the "Outstanding Civilian Service Medal" from the Army Corps of Engineers for their peer review of the corps' Interagency Performance Evaluation Task Force.


                      But they received the medals 18 months before their work was finished!

                      In New Orleans, we saw a massive sobering failure of the Army Corps to do its job; then organize their own investigation of that failure, and then - during the investigation - give medals to the participants.


                      The Medals Challenge is Levees.org's latest weapon in the ongoing battle to show why America needs the 8/29 Investigation Act.


                      When passed, the 8/29 Investigation will likely be uncomfortable for some. It will ask hard questions.

                      But the Wall Street Bailout shows what terrible things can happen when hard questions are not answered.

                        The US Army Corps of Engineers and the engineering community are ramping up their campaigns to shift blame for the metro New Orleans flooding away from themselves and onto the citizens/victims.
                        Actual blame for the catastrophic flooding during Katrina lies at the feet of the Corps of Engineers because the agency, by federal law, is solely responsible for the design and construction of the levees.

                        But ever since the August 29, 2005 flood, the Corps of Engineers and its consultancy communities have been more concerned with protecting their own reputations than with finding out the truth.

                        After the horrific public failure of the Corps of Engineers' system in New Orleans, the Corps has consistently blamed the citizens of Louisiana for the catastrophic flooding using a combination of disingenous spin and half-truths.

                        For the past three years, Levees.org has responded promptly and massively to these misrepresentations and falsehoods.

                        The result? Our work has had a direct impact on changing the way major news sources report on the metro New Orleans flooding.

                              Levees.org has discovered, on a government watchdog website, that the New Orleans District of the Corps of Engineers pays a PR company $1,000,000 annually to help its image and fight bad press.

                              That's your hard-earned tax payer dollars at work!

                              The PR company (OPP) assited the Corps during the "paper in the floodwalls" crisis and the 17th Street canal seepage.

                              OPP provides support for media including the Times-Picayune, WWL-TV CBS New Orleans, Associated Press, USA Today, The Weather Channel and the The Today Show.

                              On your dollar, OPP is being paid to foster "strategic relationships with media outlets that result in more accurate and balanced stories."



                              Levees.org also learned, from a request under the Freedom of Information Act, that fancy PR flash ads on nola.com are costing taxpayers $2,995 every month. These ads say "building strong by reducing risk."

                              This is especially galling in light of how the Corps of Engineers in New Orleans continues to push ahead with a less effective, potentially dangerous plan for three New Orleans outfall canals because it's the cheaper approach.

                              Shouldn't the Corps focus on repairing levees instead of their reputation?

                              And this is yet another reason to refuse to accept the Corps of Engineers' self-study of the levee failures and demand the 8/29 Investigation Act.

                                    What do Levees.org, Lil Wayne, and the LSU baseball team have in common?

                                    They were all proclaimed "Celebrity Firecrackers" by the New Orleans Times Picayune.

                                    In honor of Fourth of July, the city's leading news source rounded up 10 "local firecrackers" in the news.

                                    Levees.org made the list for spearheading a campaign urging Sen. Mary Landrieu, D-La.to call for a federal investigation into allegations that the Army Corps of Engineers allowed employees to use company computers to attack its critics.

                                    This is good news for our cause, and gives evidence that your ongoing efforts are paying off.

                                      One month ago, a lot of you called and/or emailed Jim Amoss, Times Picayune Editor-in-Chief.

                                      You wanted to know the full extent to which some at the Corps of Engineers have been hiding their identities and using taxpayer funded computers to attack citizen critics.

                                      You wanted to know if this is a "few bad apples" or is it a coordinated campaign (which is alleged in a highly credible sworn affidavit by a former Times Picayune editor).

                                      Jim Amoss, has not responded to you.

                                      Nor has he responded to my email three weeks ago. So yesterday, I visited the Times Picayune and hand delivered a hard copy letter. And brought my son to video document it.

                                      Maybe now Mr. Amoss will respond.

                                      If you would like to take action, too, here are three ways.

                                        H.J. Bosworth Jr. and I were part of US Senator Mary La

                                        This past May, H.J. Bosworth Jr. and I were part of US Senator Mary Landrieu's Second Congressional Delegation (CoDel) excursion to the Netherlands.
                                        Unlike the first CoDel which studied peripheral barriers (floodgates), the goal of this CoDel in May was to see how the Dutch live with, and manage water in urban settings.

                                        Levees.org has created a video documentary using footage captured by an Amsterdam-based filmmaker who we commissioned.

                                          Army Corps of Engineers spent a half billion dollars

                                          LEVEE.ORG September 23, 2009


                                          Dear Anthony

                                          The Army Corps of Engineers spent a half billion dollars on pump stations and related structures for the New Orleans outfall canals with 40 pumps that were supposed to last 50 years, but will have to be scrapped after just 5, according to the Office of Special Counsel (OSC).

                                          And the Corps has apparently been lying about it.

                                          Since 2007, Corps spokespersons have been telling the public that the MWI hydraulic pumps are temporary when records clearly show that the Corps went to Congress in 2006 and requested money for improvements, including pumps that would have a 50-year life, not 5. In addition, the Army Corps' contract with the pump vendor calls for a bearing life of 50,000 hours which represents a "very long life span, likely in excess of 50 years."

                                          Now the Corps is claiming they said from Day One that the pumps were temporary.

                                          But here is the truth. What was temporary from Day One was the housing structures that supported and surrounded the pumps, not the pumps themselves.

                                          If this were not bad enough, the OSC has warned the President in a June 2009 letter that the expensive $40 million dollar pumps likely will not function if needed in a hurricane.

                                          This is disturbing.

                                          And it is one more reason the citizens of Louisiana and the American people deserve the 8/29 Investigation, a truly independent analysis of the levee failures, and the decision making involved, of the flooding on August 29, 2005.

                                          Because levee failure and flooding are not a strictly New Orleans problem, we have launched a satellite chapter in New York. The director is Brian Schaffer (New York City) with over 10 years of corporate communications experience. His leadership will help us increase our national presence and outreach. We also appointed Gabrielle Foss to the position of Assistant Director who will aide Schaffer in recruitment of new membership supporters.
